Arsenio, 76, passed away at San Carlos City, Pangasinan on January 19, 2013. He was born on March 30, 1936 in Tamayo, San Carlos City, Pangasinan. Survived by his loving wife, Fortunata F. Bulatao and his sons and daughter, Herbert, Helen, Henry, Harold and Homer. He is a Doctor of Education and a very kind and loving father.

His body lies in state at Roxas Blvd., San Carlos City, Pangasinan.

Interment will be on January 27, 2013 (Sunday) at 9:30 a.m.
